In 2010, the Fray Bartolomé de Las Casas Human Rights Center (henceforth Frayba) received 17 denouncements from prisoners and their family members, signed by a total of 2,142 individuals. Likewise, we have documented the testimonies of 24 relatives of prisoners who have denounced various acts and omissions that officials in charge of Penitentiaries have committed. These acts have predominantly directly affected women, boys, and girls who are subjected to cruel, inhuman, and degrading treatment upon entering the prisons to visit their family members.

The Law for Dialogue, Reconciliation and Dignified Peace in Chiapas, approved in March of 1995, arose out of the public demand to resolve the conflict by peaceful means through dialogue and negotiations. Article One of this law establishes "the juridical basis for dialogue and reconciliation so that a just, dignified and lasting solution to the armed conflict initiated on January 1st, 1994 in the state of Chiapas, be reached through an accord of concordance and pacification."

The victims of the massacre in Acteal on the 22nd of December, 1997 were members of the pacifistic organization Las Abejas, which was founded in 1992 to defend the their basic human rights. Some 325 members of this organization were displaced to Acteal after having fled the violence perpetuated by paramilitary groups in their communities since mid 1997. According to witnesses, on December 22 a large group of paramilitaries, wearing police-like uniforms, entered the community and started to shoot with high caliber weapons against the crowd which at that moment was fasting and praying for peace.
